On December
26, 1991 Bangladesh Bank Rangpur was launched with a view to ensuring
supervision/monitoring of the commercial banking activities, recovery of
classified loans, maintenance of various deposit accounts properly as well as
to regulate and comply with the various regulations and circulars issued by
the Head Office, BB from time to time to play an important role for
socio-economic development of the people of greater Rangpur Division.
Initially the operation was limited regarding banking supervision and later
it covered banking activities initiated since November 10, 2001. Executive
Director is the chief executive of this office. Monitoring and Supervision
activities of Banks and Financial Institutions are done by Executive Director
and the financial activities of the office are done by General Manager.

Inspection
activities: |
|
The Department
of Banking Inspection (DBI) conducts the inspection activities. The districts
of Rangpur, Kurigram, Lalmonirhat, Nilphamari, Dinajpur, Thakurgaon and
Panchagarh are under the jurisdiction of this department. Regular and special
inspections of the branches of State-owned Commercial Banks (SCBs), Private
Commercial Banks (PCBs), and Specialized Banks (SBs) of the above seven
districts are conducted by this department. The department also monitors the
compliance of the inspection reports. At present, DBI consists of DBI-1,
DBI-2, DBI-3 and DBI-4 headed by four Deputy General Managers. |

Monitoring of Agricultural and
SME Financing Activities: |
|
The functions
of monitoring and reviewing SME & agricultural credit disbursement and
recovery position of the commercial banks and specialized bank are conducted
by Agricultural Credit Department & SME and Special Programs Department
headed by a Deputy
General Manager. |

Customers Interests Protection
Center: |
|
In the new context to practice the idea of customer
friendly banking Customers Interests Protection Center (CIPC) is established
in Bangladesh Bank under the direction of Governor of Bangladesh Bank. In
compliance with the direction, Bangladesh Bank Rangpur introduced CIPC in the
very beginning. Now it is functioning under the Department of Banking
Inspection.At present Deputy Director Bhupati Kumar Roy is working in the
CIPC. The telephone no. of the CIPC is 0521-61037,� the mobile no. is
01755507547 and the Fax no. is 880-521-64829. Email address
is rng.cipc@bb.org.bd . The CIPC at Bangladesh Bank Rangpur is
conducting its work all day long (10.00 am to 08.00 pm) in the official
working days. Any people can approach to seek any help for any problem for
which they face in everyday banking in any commercial bank. BB CIPC looks
into the matter which are connected to the banking and financial sector in
keeping view with the banking laws and practices. BB Rangpur CIPC always
keeps its hand wide open to help anyone to solve his problem in getting
services from any bank. |

Woman Entrepreneurship
Development Unit: |
|
Very recently
on 08 December, 2014 Woman Entrepreneurship Development Unit has been
established under direct supervision of a Deputy General Manager. The unit
consists of a Joint Director, one Deputy Director and an Assistant Director.
The unit looks after the task of woman entreneurship with in the jurisdiction
of Bangladesh Bank, Rangpur office. |

Banking activities: |
|
The banking
department provides the inter-bank clearing house facility among the members
of scheduled banks including remittance facility, TT issue, TT discounting,
TT sale and the treasury functions. Recently automated clearing house has
been established under BACH project. In that connection people of Rangpur can
avail cheque collection facility on same day. As instructed time to time by
the Currency Officer, the department also sends and collects cash remittance
to and from different branches of Sonali Bank. The department also offers
Issuing and encashment facility of Sanchaya Patra and Prize Bond. The cash
counters under this department give exchange value of mutilated and torn
notes. Rangpur office starts live operation of Core Banking since 17 June
2012. |

Cash
Department, Deposit Accounts Department (DAD), Public Accounts Department
(PAD), Currency/Claims Section and Prize-bond and Sanchaya Patra Section of
banking department perform the above-mentioned activities. A Deputy General
Manager(Cash) is monitoring the cash related functions and a Deputy General
Manager is supervising and conducting the Banking related functions. |

Foreign Exchange activities: |
|
Foreign
Exchange Policy Department (FEPD) has been established in Bangladesh Bank,
Rangpur Office vide FE Circular No. 02 dated March 23, 2011. Main functions
of this department (FEPD) is to monitor/supervise the foreign exchange
activities of the authorized dealers and moneychangers and also give
sanction/approval to general public and various trade/business entities under
FER Act, 1947. |

Internal Administration
activities: |
|
Administration
Department is divided into two wings like Administration-1 and
Administration-2 headed by two Deputy General Managers. DGM(Admin-1) looks
after staff section, CR&D section, Payment(Salary) section, Advance/T.A
bill section, Dead stock and Stationery section. On the other hand
DGM(Admin-2) looks after Engineering Dept, Welfare section and Medical
Center, Verification Unit, Building project section, ICT Cell, Library and
Old record section. Two Joint Managers assist them. The sanctioned manpower
of this office is 311, of which 199 officers/staff are currently working. |

An ICT Cell
has been formed with the IT personnel in order to provide all types of ICT
support and services of the office under direct supervision of the Joint
Manager of staff section. |
|
An Engineering
Department is engaged to provide infrastructural and maintenance facility of
the office. A Joint Director(Civil) looks after the department. |
|
21 MLSS
supplied by Ornate Security Services Ltd. are engaged as supporting staff. 27
members of Bangladesh Police Forces and 26 Security guards, one woman
security guard and one special guard and one supervisor of Ornate Security
Services Ltd. are deployed to ensure the security and safety of the office. |
